Measure AA

What is Measure AA?

It is an additional one cent sales tax Collected in Wildomar and Spent in Wildomar on Additional Police, Fire, Homelessness and Road Improvement Services.

Specifically, on July 11, 2018 the Wildomar City Council unanimously placed Measure AA on the November 6, 2018 ballot.

Wildomar’s Public Safety and City Services Measure.

To protect Wildomar’s financial stability/small-town character by maintaining and improving local police/fire protection/911 emergency response; improving traffic flow/safety including Bundy Canyon, Clinton Keith, Baxter roads; fixing potholes/streets; addressing homelessness; and other general municipal services; shall the measure establishing a one-cent sales tax providing approximately $1,700,000 annually until ended by voters; requiring financial audits, citizen’s oversight, all funds for Wildomar, be adopted?

On November 6, 2019, 58.67% of the Wildomar residents who voted in the election approved Measure AA which provides local funds for Wildomar’s public safety including police and fire, addressing the homelessness needs, maintaining local streets, roads and potholes and general municipal services.

Measure AA requires that all funds are used locally and requires independent financial audits to ensure funds are spent properly.

Measure AA funds are protected by law from the state. The AA funds cannot be taken by Sacramento as was experienced with the state taking of our Motor Vehicle License Fee revenues for six years.

Measure AA funds will start being collected as part of the increased sales tax beginning on April 1, 2019. There is approximately a 3-month lag from the tax being collected to the disbursement to the City. The majority of the increased service levels started on July 1, 2019, the effective date of the FY 2019-20 budget.

In addition to the annual independent fiscal audit to examine and report how funds were collected and spent, the fund will also be reviewed at least twice a year by the Measure AA Oversight Advisory Committee consisting of Wildomar residents volunteering their time to review how the funds have been collected and expended. The committee’s written annual review report will be submitted to the City Council during a public meeting.

Overview

The Measure AA Oversight Advisory Committee is comprised of 5 members, all Wildomar Residents, appointed by the City Council at large. Each member serves for a term of two years.

Mission

To ensure that all revenues received from the voter approved one-cent transactions and use tax (Measure AA) are only spent on permissible uses as outlined in City Municipal Code Chapter 3.22. (Link to the code)

Meeting Schedule

The Measure AA Oversight Advisory Committee meets on the 4th Thursday of February, May and August and the 1st Thursday in December at 7:00 p.m. or immediately following the Measure Z Oversight Advisory Meeting.
