What is CEQA?

The California Environmental Quality Act (CEQA) was adopted in 1970 and incorporated in the Public Resources Code §§21000-21177. Its basic purposes are to: inform governmental decision makers and the public about the potential significant environmental effects of proposed activities; identify ways that environmental damage can be avoided or significantly reduced; require changes in projects through the use of alternatives or mitigation measures when feasible; and disclose to the public the reasons why a project was approved if significant environmental effects are involved.

CEQA applies to all development projects undertaken by a property owner.  The environmental analysis of a development project required by CEQA is performed by the Planning Department, and our CEQA Consultants.  The typical CEQA documentation usually is a Negative Declaration, Mitigated Negative Declaration or an Environmental Impact Report.  Each document has a mandated public review period as follows:
*  Negative Declaration and Mitigated Negative Declaration - 30 days
*  Environmental Impact Report - 45 days
In some cases, projects can be Categorically Exempt in accordance with state law.  In addition, the City has prepared its own "Local CEQA Guidelines" as required by state law.  A copy of these local guidelines can be found on the planning department webpage.
